Civil Unrest: How to Prepare for Uncertain Times

From the Baltimore riots of 2015 to the political protests that continue today, such disturbances are emerging as “normal” threats with which American businesses must contend. In Sunstates Security’s home state of North Carolina, demonstrations related to police shootings and women’s rights have disrupted commercial operations, requiring additional security coverage.

Part of the reason for this unfortunate trend comes from increased polarization. Data from respected organizations like the Pew Research Center shows that the ideological center is shrinking, while those occupying the right and the left are growing farther apart.

Social media has made this volatile situation even more dangerous by making it easy to coordinate pop-up protests. Although relatively small, these gatherings form quickly and drive away customers, so even peaceful demonstrations have a negative effect on local businesses.

Crimes of Opportunity

Beyond the obvious disruption caused by these events, businesses in the surrounding area also need to guard against crimes of opportunity. Statistics show that minor crimes—such as break-ins of vehicles and buildings—spike during public disorder as opportunists take advantage of the diversion.

During President Glenn Burrell’s days with Scotland Yard, he dealt with hundreds of public order events, including policing picket lines. Video cameras proved effective as deterrents because they removed anonymity from the situation; people didn’t want to be identified. To maximize their deterrent value, he recommends making the cameras as conspicuous as possible, while protecting the equipment against tampering. Facilities should post prominent signs announcing the use of recorded video surveillance.

Similarly, businesses need to do more than keep an eye on a civil disturbance. They also need to look for, and shore up, any potential weaknesses that might be exploited while the main event holds the spotlight.

Steps to Consider

Effective protection against these threats starts with awareness, recognizing the potential for such events and evaluating the specific danger to an organization.

Threat assessment. Security teams should analyze the likelihood of a civil disturbance at or near their operations. Some threats are external, such as physical proximity to a courthouse or other government structure, or to public gathering space. Internal threats may arise from negative events, like layoffs, or ideological differences. A threat assessment should include all these factors and analyze both physical and operational vulnerabilities.

Early warning. In addition to maintaining relationships with local law enforcement, companies may consider commercial solutions to monitor social media chatter. Such programs can be customized with keywords and dates to help alert organizations to protests during the planning stage.

Employee education. Enlist personnel in the security effort through training programs. Teach them to recognize warning signs and to communicate this information along an established chain of command. For additional support, a skilled security partner will likely already have courses to teach officers crowd management and nonviolent conflict resolution, which can be adapted for non-security employees.

Additional resources. For known events that could trigger a disturbance—such as a potentially unpopular court verdict—organizations at risk should speak with their security provider about backup personnel, if needed. A larger firm should have additional staff available. Some firms also offer trained special-response teams that can travel where needed for emergencies. Such efforts should address not only threats related to the primary demonstration, but also crimes of opportunity.

I am newly acquainted with Pre-Columbian art and my goal for the last five years has been to visit the collection at your museum. During the Democratic National Convention I had the opportunity and found the collection to be extraordinary, especially since it was my first viewing, other than at the Smithsonian. You greeted my friend and me at the desk and you were so welcoming, my anticipation was heightened. We spoke about our shared excitement with Pre-Columbian art and you recommended that we see the other exhibits, one of which was Fashion and I love fashion. When we were finished, you were most gracious and took us to the shop where we spent considerable and enjoyable time.

TESTIMONIAL FROM A LARGE CLASS A PROPERTY MANAGEMENT CLIENT

Email from a large Class A property management client:
I wanted to talk to you about our security officer doing a great job. We had an incident the other night involving a truck driver with his rig in the parking lot trying to turn around knocking over a light pole and damaging shrubbery. Our Sunstates Security officer was touring and heard the crash of the light pole and went to investigate. He caught the trucker as he was trying to leave and contacted the police. The trucker had given his dispatch the security officer’s name and reported that while he didn’t realize he had caused any damage on the property the security officer had told him he hit a light pole.

The security officer’s quick response and contacting the police saved us about $2,000 in damages to the property. The police were able to file a report confirming the damages so we will be properly reimbursed.

TORNADOES RIP ACROSS NC, SECURITY OFFICER’S ACT OF KINDNESS AND GENEROSITY – PRICELESS

“I just had to take a moment to let you know about my experience with our company’s Sunstates Security officer this weekend. I was driving with my two young kids from my house to the airport when I heard the warnings on the radio about the tornadoes. I happened to be approaching my office and considering my location I decided it would be best to take shelter at work. When I came inside I was immediately greeted by the Sunstates Security officer and explained to him that the warnings on the radio insisted on people to get off of the road and take shelter as it was a deadly situation. He comforted me and my kids right away, immediately turned on the radio, and contacted his manager to get more information for all of us. I told him that I did not have my cell phone with me and asked to use the phone to call my husband.  I immediately took shelter under the stairwell with my kids.

The officer received multiple phone calls from my husband and each time I peeked out of the stairwell he would give me an update from my husband as well as what the radio was reporting. He was just so caring and concerned about me and my kids it was really comforting to know he was there. After an hour and an half of providing updates we decided it was safe for us to leave, I continued my journey to the airport. Before we left I had promised my kids a snack from the vending machine, I was short a nickel and asked if I could exchange with him five pennies for a nickel, instead the Sunstates officer insisted that I take a quarter from him and that it was not necessary to give him any money back.

I know it may seem like ‘small change’ to some but to me his act of kindness and generosity was priceless. Although I had never planned to celebrate part of my birthday at work, it ended up being a birthday that I will never forget; I will always remember this Sunstates Security officer and the safety he provided to me and my children on a very scary afternoon! ”
